FRPT1250 Incident Command for Emergency Services
This course explores basic emergency management principles for public safety personnel. Topics such as incident command systems (ICS) and The National Incident Management System (NIMS) will be covered and will meet requirements for professional licensure in various areas of public safety including the Minnesota Emergency Medical Services Regulatory Board, the Minnesota Board of Peace Officer Standards and Training, and the Minnesota Fire Service Certification Board. This course also satisfies various prerequisites to attended training at the national level through the National Domestic Preparedness Consortium.
Additionally, students will also cover topics included as part of the Federal Emergency Management Agencies’ (FEMA) Professional Development Series that provide a well-rounded set of fundamentals for those in the emergency management profession. Many students build on this foundation to develop their careers. Upon completion of the Professional Development Series, students will earn a certificate from FEMA.

Basic computer skills and understanding of Internet strongly recommended for successful course completion

Learning Outcomes
The following outcomes will be addressed in the course:
Explain the principles and basic structure of the Incident Command System (ICS)
Describe how the National Incident Management (NIMS) Characteristics relate to Incident Command and Unified Command
Identify ICS organizational components, the Command Staff, the General Staff, and ICS tools
Explain Emergency Operations Center (EOC) functions, common models for staff organization, and activation levels
Describe the purpose, scope, organization, and underlying doctrine of the National Response Framework
Describe the roles and responsibilities of first responders and partner organizations
Describe how the stabilization of the seven Community Lifelines reduces threats to public health and safety, or economic security
Develop a baseline knowledge of exercise fundamentals
Explain how different partners contribute to emergency management in your community
Explain the steps and resources necessary for developing a comprehensive emergency operations plan
Explain how to plan, manage, and coordinate resources for an efficient and effective emergency response
Explain the functions of emergency management in emergency and day-to-day situations
Describe crisis decision making strategies for applying the problem-solving model.
Describe ethical decision making
Identify strategies for communicating effectively in emergency situations
Identify situations in which volunteers can be a useful addition to response and recovery operations
Identify individual actions for preventing and deterring terrorism

Course Scheduling
The scheduled hours of instruction include sixteen hours for each lecture credit, thirty-two hours for each lab credit, and forty hours for each credit of supervised occupational experience (SOE). Lecture credit may include formal or impromptu lectures, demonstrations, or discussions with the entire class or with small groups or individuals. Refer to the Course Credits section of this course outline for the credit breakdown.
